When threading the bolts in move your wrench or ratchet in either direction a few times this should make the threading easier the paint can make it difficult to thread and feel like its cross threading. The governor will not be affected by this.

This is a basic throttle kit for the predator 212cc. Due to the variances in the chinese 65hp engines you may have to bend or remove the throttle arm to clear this assembly. There are lots of options out there for throttle linkages but i really feel that this is the cleanest setup.
